STATE REPRESENTATION ELIGIBILITY
AND
SELECTION CRITERIA

Eligibility Criteria

Eligibility
The following people may form part of a JWA (Inc.) state representative team:

Athlete
To be eligible for selection to a JWA (Inc.) State Team an athlete must:

  • Be a financial member in good standing with the Association.
  • Attend within the year prior to the event three Association approved calendar competition’s.
  • If required, enter into an athlete agreement with the Association.
  • Purchase and wear as required any Association State Team uniform.
  • Travel (including staying at accommodation) with the State Team or as arranged by the State Team Manager.
  • Pay on request in advance of the event, or where approved, make arrangements with the State Team Manager to pay any monies required by the Association. (E.g. airfare, entry fee, accommodation, etc.)
  • If the event is the Judo Federation of Australia (Inc.) National Championships
    • One of the three competitions attended must be the Association State Championships immediately prior to the event.
    • If required, attend a percentage of training specifically for the State Team.
    • Comply with the minimum eligibility criteria of the J.F.A. (Inc.).

JFA (Inc.) National Championship minimum entry Criteria

  • An athlete must apply through and be nominated by their State Association.
  • The minimum age/grade entry permitted is for the athlete to be a 9 year old JFA (Inc.) recognised Ik Kyu grade (brown belt).
  • The minimum grade of an athlete in all age categories is JFA (Inc.) recognised San Kyu (green belt) with the exception that Ik Kyu (brown belt) in the age category below will be accepted.

Coach
To be eligible for selection to a JWA (Inc.) State Team a coach must:

  • Be a financial member in good standing with the Association.
  • Have a Police Clearance.
  • Have attended any recent coaching courses held by the Association.
  • Attend within the year prior to the event as a coach, official or athlete; three Association approved calendar competition’s.
  • If required, enter into an official’s agreement with the Association.
  • Apply in writing to the Association for the position.
  • Purchase and wear as required any Association State Team uniform.
  • Travel (including staying at accommodation) with the State Team or as arranged by the State Team Manager.
  • Pay on request in advance of the event, or where approved, make arrangements with the State Team Manager to pay any monies required by the Association. (E.g. airfare, entry fee, accommodation, etc.)

    NOTE: - It is preferable that the applicant has or is in the process of obtaining National Coaching Accreditation Scheme recognition.

Referee
To be eligible for selection to a JWA (Inc.) State Team a referee must:

  • Be a financial member in good standing with the Association.
  • Have a Police Clearance
  • Have attended any recent coaching courses held by the Association.
  • Attend within the year prior to the event as a coach, official or athlete; three Association approved calendar competition’s.
  • If required, enter into an official’s agreement with the Association.
  • Apply in writing to the Chair of the Association Referee Commission for the position.
  • Purchase and wear as required any Association State Team uniform.
  • Travel (including staying at accommodation) with the State Team or as arranged by the State Team Manager.
  • Pay on request in advance of the event, or where approved, make arrangements with the State Team Manager to pay any monies required by the Association. (E.g. airfare, entry fee, accommodation, etc.)

JFA (Inc.) National Championship minimum entry Criteria

  • A referee must apply through and be nominated by their State Association.
  • The minimum referee grade permitted is State Senior level ‘A’ grade.

Manager
To be eligible for selection to a JWA (Inc.) State Team a manager must:

  • Be a financial member in good standing with the Association.
  • Have a Police Clearance
  • Have attended any recent managing courses held by the Association.
  • Attend within the year prior to the event as a coach, official or athlete; three Association approved calendar competition’s.
  • If required, enter into an official’s agreement with the Association.
  • Apply in writing to the Secretary of the Association Referee Commission for the position.
  • Purchase and wear as required any Association State Team uniform.
  • Travel (including staying at accommodation) with the State Team or as arranged by the State Team Manager.
  • Pay on request in advance of the event, or where approved, make arrangements with the Board of Management to pay any monies required by the Association. (E.g. airfare, entry fee, accommodation, etc.)

    NOTE: - A State Team Manger will complete their duties in compliance with the Association State Team Managers Manual.

Selection Criteria

Selection
The following people may form part of a JWA (inc.) state representative team: -
  • Athletes
  • Managers
  • Coaches
  • Referees
  • Any other person as deemed appropriate by the Board of Management.

The Board of Management of the Association will make all selections as to state team representatives.

To eligible for selection a person must have met all the relevant eligibility criteria for the position they are vying for.

Non selection despite meeting eligibility criteria
The Board of Management of the Association reserves the right not to select a person as a state team member representative despite them having met all the eligibility criteria.

Examples of such discretion being exercised may be:

  • There is only one position available (eg. Coach) and another person is selected.
  • The person concerned is subject to a complaint currently before the Association.

Selection despite not meeting the selection criteria
The Board of Management reserves the discretion to determine the selection of a person for a position on a state representative team although they may not have met all of the eligibility criteria.

An application for this discretion to be exercised must be in writing to the Secretary of the Association.

An example of where such discretion may be exercised is the non-participation of an athlete at a compulsory competition due to illness or injury. (Note – a medical certificate may be required in such circumstances). An athlete would still be expected, where possible, to attend and assist at the competition.

Appeals
An appeal against non-selection as a state team representative member may only be made on the grounds that these Eligibility and Selection Criteria were not correctly followed.

An appeal must be made in writing to the Secretary of the Association and must stipulate, in detail, the grounds upon which the appeal is based.

To ensure a timely resolution an appeal is to obtain as much detail as possible. If witnesses are involved it must contain, at the minimum, a list of their names and contact details and a brief outline of the reason they are a witness. A prepared statement by the witness forwarded with the appeal is the preferred option.

Association assistance
State team representatives may receive financial or other assistance from the Association. If available, this assistance is limited and restrictions may apply.

The Board of Management reserves the discretion to:

  • Determine if a State Team member receives any funding and/or assistance;
  • Determine the amount of any funding and/or assistance a State team member receives;
  • Prioritise the distribution of any funding or assistance amongst State Team members.

Selection to a State Team position does not automatically mean that a state team member will receive any funding, assistance or travel with the team.

State Team Training
State team training, if conducted, will be in a format agreed to between the State Team Coach, State team Manager and Board of Management. Current indications are that this training shall commence the week after the State Championships and be held once a week. This would mean that there will be nine (9) dates available for state training prior to the national championships. An athlete must attend at least six (6) of these sessions.
